What is the Ippodamos system?
Ippodamos (Ιππόδαμος) is the official digital platform of the Cyprus government for submitting and tracking building permit applications. It was launched on July 1, 2024, when building permit authority was transferred from municipalities to five new EOA (Επαρχιακοί Οργανισμοί Αυτοδιοίκησης) district offices. All new construction projects in Cyprus must submit their Town Planning Permit and Building Permit applications through the Ippodamos portal. Applications are processed by the relevant EOA district office depending on where the project is located.

How to access the Ippodamos portal
The Ippodamos portal is accessible at ippodamos.gov.cy. Architects and developers log in using their Cyprus government digital credentials (Ariadni / CY Login) to submit applications, upload documents and check permit status.

Town Planning Permit (Πολεοδομική Άδεια)
The first permit required for any new development. Confirms compliance with zoning, density and coverage rules.
Building Permit (Άδεια Οικοδομής)
The technical permit issued after Town Planning approval. Required before construction can legally begin.
Excavation Permit
Authorizes site excavation and foundation work. Issued by EOA after Building Permit approval.
